This problem has been using up considerable bandwidth with nothing new to add to the discussions so I'm going to close the threads. If you have something new and useful to contribute in the future feel free to start a new thread.
For future reference the solution is as follows:- Go into taskmanager (ctrl-alt-del) and details tab. Kill JT9.exe. After that you can restart wsjt-x safely.
