Or maybe not entirely so. The government is elected as far as i know. So
there are two options: either there is no democracy in that country and the
citizens chickened out to do something, or the citizens of that country
agree with their government.
Maybe you don't know, but a vast number of Russian hams are in fact ex
military personnel (or not so ex) and also connected with Russian secret
services.
So, each one should decide for himself to make contacts with Russian hams
or don't.
I personally decided to close the qso with the free message ".callsign. NO
PUTIN" (only 5 characters or less callsigns)
