Locked 15sec discrepancy

I'm running WSJT-X v2.1.2  0068f9 on a PC with Win 7 (Pro).

Earlier today (Wed 2020-Jan-29) I had reason to spend a few minutes comparing what I'd recorded in a screenshot of FT8 activity on 60m and what was recorded in my ALL.TXT file, and I came across a rather odd and, to me, inexplicable discrepancy between the times of decodes as shown in the WSJT-X band activity window and the times of the decodes as recorded in ALL.TXT.  The two attached files show the screenshot, with a series of decodes in the Band activity window, and the corresponding extract from ALL.TXT.

As can be seen, starting from DL3BH calling IT9PKO, all the times shown in the Band activity window are 075300.  However, in the extract of the ALL.TXT file only the first three decodes are shown with a time of 075300; all the rest down to G3SJX calling 8P2K are shown with a time of 075315, ie. 15secs later than the times shown in the Band activity window.

This discrepancy between the times really threw me, because I was trying to get accurate details of some of the decodes to pass on to someone.  Can anyone, eg. Bill, Joe or Steve, explain why there is the apparent discrepancy between the times displayed in the Band activity window and the times for the same decodes as recorded in ALL.TXT and what, if anything, can be done to prevent it occurring in future.

on Nov, 27th, I sent an email describing the same problem with v2.1.0. In my case I was comparing the all.txt file of 2 stations, some reports were on the same periods and some of the reports were on different periods.
