the exchange of locators is included as a means of enhancing scoring, i.e. some sort of points per distance arrangement, and this has already been adopted for some contests using the RTTY RU format. Your suggestion is not a valid standard message in the FT8/FT4 message source encoding so would not work for callsigns containing more than 4 characters due to the 13-character free text message limitation.

why? the exchange contains the state ...
many people these days 'collect' grid squares,
so that is an additional bit of information
provided by the current format.
