Locked Decoding problem

Helping somebody with their WSJT-X installation.
His WSJT-X is not decoding much of anything.  JT65HF is perfectly happy running side-by-side.  Tried both 1.6rc1 and current 1.7.0 version with no difference in behavior.
The waterfall looks good to me on WSJT-X and here is an example WAV file that does not decode but appears as though it should get 3 decodes .  It doesn't decode on my installation either.  So there must be something wrong with this wav form that hopefully some expert can see.

Time sync on his machine is fine too.  We can decode sample files on his machine too.

I ran the file on my WSJT-X v1.6.0-rc1, without being able to decode anything.  I only saw two traces for possible decode.  Have you tried it the other way?  You record a sample wav and try it on your friends WSJT-X?

Yes...he can decode my files just fine.

Something must be weird in his audio chain with WSJT-X.

FYI...There is a JT9 signal just below 2600Hz too...with 2 JT65 sigs for a total of 3.

have you checked that the audio input device default sample rate is 48kHz ? Also using the same CODEC for JT65HF and WSJT-X at the same time may cause audio issues since they request different sample rates. Later versions of Windows manage this better than earlier ones, post Vista is best if this is done.

The frequency spreading on each symbol looks like digital distortion to me, either poor sample rate conversion or maybe DSP processing in the rig but the latter would not explain JT65HF decoding this data.

Yes...48kHz....have run it without JT65HF too. You know the one thing I didn't try was a reboot....and avoid JT65HF for starters
He's on Windows 7 64-bit with a Signalink.

JT65HF decoding like a champ...WSJT-X is, at best, sporadic but goes for many minutes without decoding anything.
