Not sure if WSJTx has a "worked before" highlighting. If it does, I don't use it. However, it does have highlighting for "needed entities". By properly setting up the "needed entries" color

You didn't indicate what mode you have the 991a set for. I believe you should be using DATA-USB, not USB when your using the rear connector. Check that.

Are you sure your radio is operating in USB (upper sideband) or USB-D(ata) mode and not LSB?
When you say you can Tx correctly, does PSK Reporter show that your outgoing signal is being decoded by

FYI, If you're looking at PSKReporter only CQ decodes are uploaded, so if you're testing using free-format messages they wont get spotted.

WSJT-X uses a powerful forward error correction and synchronization patterns and in a S/N situation decoding probability is high

For the 991A menu 106 needs to be REAR
For the IC-7300 make sure you use Data/Pkt mode and the recently added FT8 mode on the rig.
