This old WSPR does not seem to handle uploads too well.
But this might just be that it tells you when WSPRnet is too slow.

WSPR 2.12 is now working correctly. It transmits and receives correctly. It's just not loading all of the spots found but only some of them. Very curious indeed. I can't explain it.

Control over rig doesn't work. No receive or transmit. I've set it up exactly as WSPR 0.8 but no avail.

Go to Task Manager and you can see the CPU load. I seriously doubt it is going to be a problem with that CPU.

I found the same thing using FLRig instead of Commander. Fake It works instantly but Rig has a 1-2 seconds delay.

Thanks for that. I looked awhile ago and CPU Usage was running between 25% and about 45%. I do have a lot of “stuff” running concurrently, we’ll see if this new machine can handle it

An easy check would be to open the Windows Task Manager and look at the CPU usage under the Performance tab. I am quite sure you will find that the number you are seeing represents the percentage of

the percentage shown is an estimate of available CPU resource used, so you are fine with plenty of reserve capacity.
Setting "Menu->Decode->Deep" allows the decoder to average over more

Your processor is much better than those used at the time Guide was prepared! The lower value the better!
