When I key the rig in CW, it is 100W, with a constant needle. Power slider all the way up. When I set tone, I usually am at 1500 Hz.

Happens to me too. Not sure why it happens. All possible IO sleep functions are disabled. To fix, I just select a different Soundcard Output. Click OK. Select the correct Soundcard Output and click OK
