Are you seeing any evidence of signals on the waterfall?
Is your PC time correct?
Are the stations you are monitoring using JT65 or Q65?
None of the DT values you have seen would be valid

I had an older version of PSTRotator and they agree much better now with 17.28 -- differing by around 100km as of right now so only 0.026% between them.

Trying to determine accuracy of moon distance.
Using WSJTX Astronomy window, PSTRotator and https://www.mooncalc.org
All 3 seem to agree pretty well on Az and El but distance is off by about 5000km

I had a similar issue with FT8 on a Yeasu FTDX-1200, WSJT-X 2.5.4 on Mac OS.

I'm back.
I finally was able to fix soundcard issues. My TS-480 can transmit. Now there is no receiving. Rarely I see aa station transmitting, The Band Activity Receiving is only less than 20 db.
