If you're talking FT8...the built in frequency pulldown select is 14.074.
14.070 is usually where PSK operation happens. But, I think you know that.

I have defined 2 different config for Q65 and for Echo but when switching between configurations "Doppler tracking checkbox" does not persist.

I tend to move up or down in 50Hz sections. However, the shortcut "Shift-F11" moves the TX frequency down 60Hz and "Shift-F12" moves the TX frequency up by 60Hz. On FT4 it's 90Hz.

I fixed it this morning I as using DXLAB Commander but switched to CAT control. Work's great now.

Do you have Split Operation either Rig or Fake It activated in the Radio tab and your audio frequency below 1500 Hz? If so, then it is normal operation.

That's true to the extent that stations are skipping over us. Most of us old-timers spend a LOT more time listening than CQing, so except for skip, we often DO know whether a frequency is in use
