By non-trivial answers I meant things like "did you check the right COM port?"
In any case, these are the CI-V settings for both of my IC-9700s. I remember that one works perfectly with WSJT-X

Yes I have.
I sum up the situation:
3 radios:
IC-7300
IC-9700 "Local"
IC-9700 "QO-100"
all connected with the same pc
IC-7300 and IC-9700 "local" matched with WSJT-X
Ic-9700 "QO-100" not.

I think a few have reported an issue, but am not aware of (nor have I seen) any change in that area . ..

Do you have separate configurations in WSJTX for the 7300 and 9700? I have the same two rigs working well with WSJTX this way.

A couple of quick things to try...Try using 1 stop bit. Failing that, try a slower baud rate.

Proper ALC level depends on the rig. Some want zero...some want a bit of ALC in order to get maximum (not full) power.
You have to know your ALC's behavior. One way to tell is pretty easy.

Occasionally (once every few dozen tries, perhaps?) after I use Halt TX to stop an unwanted transmission, the next time a message is transmitted there will be no audio; the rig is switched into TX,

I've had this issue for a couple of years now. I think it is a known bug. It has happened with each update of the program here. The solution? Quickly hit Halt TX, then Enable TX. 99% of the time this

If you are running with ALC showing then you could be over driving your audio anyway.

I'm trying to setup CAT to control my rig; my settings are:
COM4
8 data bits
2 stop bits
no handshake
other pins on default
The Test CAT button works, it sets to green, and PTT also correctly starts

Thanks to everyone. All is in order again. I rely on Gridtracker for my stats and it lost track of most of my states. Reinstalling it found everything. GT must maintain it's own DBs for stats.
