ALC adjustments vary by rig model.
Most rigs can get 90-95% of full power with no ALC showing.
Some rigs need (expect) some ALC action before getting to 90-95%.
Some rigs can get to 100%.

I agree, you dont want ALC shaping And limiting audio for digital comms as this can distort the pure sine waves output by the software
From what I see adjusting the PWR slider in WSJT-x, computer

Everything I’ve read said that you really don’t want any ALC at all. From your photograph I think it’s way too high and you need to bring that slider down to limit ALC.

Have you setup your callsign and locator in WSJT-x?
In WSJT-x goto File > Settings
Make sure your call and locator are in the General Tab
“enable PSK reporter Spotting” sends

You need two issues, means to detect the unwanted continuous transmission and secondly means to kill that transmission. The first you need to solve youself. For the latter you need some

FST4 goes very nicely through my Class D 137kHz PA
http://g4jnt.com/137tx.pdf
and 400W class E for 475kHz
http://g4jnt.com/QRO_500kHz_PA_Breadboard.pdf
As does WSPR, and JT9
We don't use FT8 ion those
