My take is that Microsoft does not know about every application that has ever been written to run under the Windows environment.   They do not know if the applications retain various settings or not.  And many applications do not conform to the Blue Book on programming protocol.   Therefore, the only thing to be done is to set the values to default for an update and let the user adjust those values and settings to meet their specific needs.   I have learned where the adjustments take place, what the values should be, and I can return to my standard method of operating in about 15 seconds or less.  

I find it is no big deal except the user needs to better understand how to configure the applications they run under Windows.     Yes, Apple does it differently in as much as EVERY application must be licensed by APPLE in order for it to run on its platform.  This licensing process does cost money.   

As the old adage goes "if you are going to dance, you have to pay the fiddler".
