As people have said, it means that they are at a park and looking for contacts, any contacts. You don't need to be part of the Parks On The Air scheme to be a useful contact to the station calling.

Other activities are;
SOTA - Summits On The Air
COTA - Castles On The Air
LOTA - Lighthouses On The Air
MOTA - Museums On The Air
WOTA - Windmills On The Air

I'm sure there will be others as well.

In all cases, you don't have to be part of the programme to be a useful contact to the station calling. Use a search engine to find out about each activity and how to take part, if you want to.
