Thanks, Dennis. I was considering use of Max Dist in a non-contest
situation. The algorithm makes sense (when it works) in a contest.

their grid? Do they get priority, do the Tx1 callers get priority, or
do
you maintain a database of per-country central grids and make a coarse
guess at distance? Or something else?
4. Wouldn't "Most Needed" (based on color priority) be a more useful
selection criterion than "Max Dist," regardless of how the latter is
implemented? Actually, I think both criteria would be useful for
different
situations.
