Forget WSJT-X for the moment.

On the 991A, go to an ongoing QSO anywhere, SSB, FM, whatever.

Then open the sound control panel. Select the Recording Tab and look for
USB Audio Codec. (I believe that is what it is called)
It looks like this:

If you don't see any activity where I circled in red, don't even bother
starting WSJT-X. The received audio IS NOT getting to the computer.
In each new Windows version OS it's getting harder and harder to find this
control panel. You can start it at any command prompt with mmsys.cpl

I've mentioned this before but got no response.
