The updated ARRL rules are clear:
HCAT.2.1. Use of spotting assistance is permitted. Exception: spotting information obtained
from any source outside the station circle via a closed or dedicated communication link may not
be used.
That information was already there, but not as clearly (a lot of room for lawyers, hi) :
Per the rules: "*Automated Multi-Channel Decoder*: Device such as CW Skimmer software that provides information about the identity and frequency of contest station transmissions *while functioning independently of the operator’s direct control and participation*.
