Yes, having the transmit move around, (assuming you have some form of split turned on), is normal. Your rig will shift around in transmit frequency, (slightly, Hz., not KHz.), depending on where your transmit tick mark is set in the waterfall. This is a good thing, not to worry.

The above triages out the shifting issue, leaving only the no decode problem...

I would check a few things:

1. Clock; make sure the date/time are close. They do not need to be close to within a few ms, just within 250 ms or so, to get decodes. I get decodes 1.5 seconds off, now and then, but don't like to run it that way.

2. Levels; make sure you are not hammering, or depriving, the computer of sounds. You can go to your computer audio device page, (assuming Windows 10), and look at a meter showing input levels. I set my system up so that the levels feeding the computer, with a decent signals are around 75% to 85% of full. Level setting is an entirely different subject that I don't want to get into here... Just make sure you are not hammering, or depriving the computer of audio as it leaves your radio. You should see signals on the waterfall. If you do, then you are probably close or correct for your setup, and you should see decodes. The thermometer bar in WSJT-X runs about 35-55% on my system with no signal. I have my AGC set to slow, and I have it set to not kick in until I see a strong signal. That lets me run with no AGC, if there are only weak stations on, and if a local blasts in, I don't loose an eardrum.

3. Mode; make sure you are in the right mode.

4. Report back if these helped, or did nothing...

Then there were no decodes the next operating session, no Windows updates to interfere.
I hear and see loads of signals but no activity is shown in the RX pane, the DECODE light flashes now and then, but still no decodes.
I have to confess, I didn't really notice if this is normal for the VFO to shift 500KHz down on transmit, is this normal?
