Often the issue can be resolved by switching off the power management of the USB hubs and USB root hubs from windows device manager ..(richt click on the windows button in the lower left of the screen - select Device manager)
In device manager .. click on each USB root hub and hub , right click > properties.. select the Power management tab and uncheck the box that is for "Allow the computer to turn off this device to save power"
